WORLD NEWS:Obama to Boost Stimulus With Funds for Roads, Energy


Nov. 25 (Bloomberg) -- President-elect Barack Obama, encouraged by congressional Democrats, will propose early next year an economic-stimulus package three times larger than one he was discussing only weeks ago, with the main focus on infrastructure, aides and lawmakers said.
The package, aimed at ending the worst U.S. economic slump in at least a quarter-century, probably won’t be submitted until January, giving up any chance of passing a stimulus plan during a lame-duck session of Congress next month.

An infusion of as much as $700 billion is warranted, according to Senator Dick Durbin of Illinois, the No. 2 ranking Democrat in the Senate and Obama’s closest ally in Congress. The plan would create jobs and boost sales at companies including Caterpillar Inc., the largest maker of construction equipment, and engineering firm Fluor Corp.
“You better stimulate with a number that will create measurable economic growth,” Durbin said in an interview.

Obama, who said during a press conference yesterday that he had to deal with an “economic crisis of historic proportions,” declined to give a range for the new package he favors. Still, he made Durbin’s point that it will have to be big enough to restore confidence.
The spending will be “of a size and scope that is necessary to get this economy back on track” and “significant enough that it really gives a jolt to the economy,” he said.
Obama will hold another press conference today to discuss overhauling government spending, during which he will announce Peter Orszag, head of the Congressional Budget Office, as his budget director, according to a Democratic aide.
Fueling Jobs, Growth During the presidential campaign, Obama, 47, proposed a $175 billion plan with tax-rebate checks for consumers as well as spending on school repairs, roads and bridges, aid to states, and tax credits for job creation.

Since the Nov. 4 election, the government reported the jobless rate climbed to 6.5 percent in October, the highest since 1994, with retail sales and consumer prices plunging the most on record. Federal Reserve policy makers now expect the economy to contract through the middle of 2009, with analysts forecasting the worst recession since at least the early 1980s.
Aides to Obama say Lawrence Summers, named yesterday as director of the National Economic Council, favors spending as much as possible to spark growth.

Many Democrats say much of the money should be used to jumpstart federal infrastructure projects because that would create jobs and fuel economic growth.
‘The Big Number’
Laura Tyson, an economic adviser to Obama, said a program may be used to finance highway projects, alternative-energy initiatives, tax cuts, education programs and aid to state governments struggling to balance their budgets.
Tyson said the package could total as much as $600 billion over the next two years as the administration seeks to offset a decline in consumer spending. She said the size of the proposed stimulus has grown as the economic outlook has worsened.
“If the economy is faltering at a faster pace than expected, which does seem to be the case right now, then you want to go for the big number -- you want to go for the $600 billion range,” Tyson, who previously served as President Bill Clinton’s top economic adviser, said in an interview with Bloomberg Television.

Caterpillar, based in Peoria, Illinois, has said the U.S. needs as much as $700 billion in new roads, bridges, airports and ports to remain competitive with countries such as China. Public projects account for about 30 percent of total construction spending in the U.S., and may help blunt declines in residential building, Ann Duignan, an analyst with JPMorgan Chase & Co. in New York, wrote in a note yesterday.
Rebates Ineffective
Terex Corp., the third-largest maker of construction machinery, also stands to benefit, while demand for raw materials may lift companies that manufacture the mining equipment such as Joy Global Inc. and Bucyrus International Inc. Fluor, the largest U.S. publicly-traded engineering company, and Jacobs Engineering Group may win contracts under the stimulus, analysts have said.

The plan’s components are likely to remain essentially the same as the $175 billion package Obama initially advocated, said a person familiar with the presidential-transition team. Spending focused on “shovel-ready” infrastructure would be ratcheted up because the Obama team believes it has great job-creating potential, the person said.
A $168 billion package passed in February emphasized tax rebates. Democratic economists say that, because consumers tended to save a large chunk of that money, rebates aren’t as effective in stimulating economic activity and creating jobs as is direct spending on infrastructure projects.
‘Runaway Spending’
The Obama plan, which the president-elect said will be his economic team’s first priority, will be focused on creating and preserving 2.5 million jobs. “If we do not act swiftly and act boldly, most experts now believe we could lose millions of jobs next year,” Obama said yesterday.
He stressed the urgency of passing legislation quickly, adding that “we do not have a minute to waste.” Yet it is unlikely Congress will produce a stimulus bill in December, a person inside his camp said.

Some Republicans in Congress aren’t enthused.
“Growing Washington with runaway spending is not change, it’s more of the same,” Senator Jim DeMint, a South Carolina Republican, said in a written statement. “If federal spending actually created economic growth, our economy would be booming right now. We are trillions of dollars in debt and Obama’s massive new spending program threatens to send our nation over a fiscal cliff, leading to higher taxes and fewer jobs.”

DeMint, a member of the Joint Economic Committee, said “it’s time to stop the failed bailouts and end the wasteful spending” and called for more tax cuts.
Rare Consensus
President George W. Bush has expressed opposition to any stimulus bill heavy on government spending, preferring tax cuts and rebates.
Obama voiced optimism over the prospects for a stimulus during yesterday’s press briefing, painting it as a measure with broad support.
“We have a consensus, which is pretty rare, between conservative economists and liberal economists, that we need a big stimulus package,” he said. “Across the board, people believe that this stimulus is critical.”
He said the plan would address both near-term concerns and far-reaching ones by investing in clean energy projects and education in addition to projects designed to create jobs immediately.
“Not only do I want this stimulus package to deal with the immediate crisis, I want it also to lay the groundwork for long- term, sustained economic growth,” Obama said.
Durbin said that in addition to more infrastructure spending, he would favor more money for the Amtrak train system as “a national priority.”
That may not be a hard sell in an Obama administration. Vice President-elect Joe Biden commuted almost daily from Washington to Wilmington, Delaware, on Amtrak throughout his years in the Senate.

Kanye West - 808s & Heartbreak Review

True to form, Kanye West pushes forward in his quest for creative greatness by doing what he’s done throughout his career -the unexpected. Pulling further away from the sound of contemporary hip-hop than even his euro-pop-influenced last album Graduation did, 808s & Heartbreak contains eleven songs in which Kanye laments the recent losses of his deceased mother, and his ex-fiancĂ©. While much has been made about how drastically different 808s is from West’s previous three offerings, there are some signs of musical continuity. The LP is far from a two-headed monster (though the influence of the auto-tune technique and the use of the TR-808 drum machine dominate the sound) - unlike Graduation, the synths no longer serve as the primary element of the album’s production, but instead beep over and prod at the layers of instrumentation underneath. The sonic arrangements, most notably those of “Bad News” and “Coldest Winter,” recreate the dramatic feel of Late Registration’s more touching moments, and the overall soulful nature of the album harkens back to the sentimentality of The College Dropout.

An aura of gospel enlaps the introductory “Say You Will,” while “Welcome to Heartbreak” features one of Kanye’s simplest, yet most effective allusions to his feelings of despair: “My god sister gettin’ married by the lake…but I couldn’t figure out who I wanna’ take/ Bad enough that I showed up late…I had to leave ‘fore they even cut the cake, welcome to heartbreak.” “Heartless” features the most T-Pain-esque usage of the auto-tune, as Kanye builds around the immediately catchy, dominating chorus with stabbing drums and a striking piano loop. However, the rest of the album sees Kanye finding new and more interesting uses for the device, as he tampers with the auto-tune effects to churn out echoing choruses, dreary, low-register tones, and static-filtrated verses.

Sounding muffled and trapped on its original inception, the much reworked version of “Love Lockdown” transforms the initially head-scratching lead single into one of the album’s finest tracks. The vocals are notably cleaned up, and the knocking tribal drums play triumphantly over a infectious blend of keys and synths. While the album-wide use of the auto-tune certainly helps mask some of West’s shortcomings as a singer, he consistently displays a penchant for carving out great melodies. Kanye’s minimal vocal inflections throughout “Streetlights” allow the melody to rise and fall at his will, creating an almost lullaby-esque charm that compliments the poetic imagery evoked by the lyrics.

Despite Kanye’s ability to transcend the lack of rapping on the album (Young Jeezy drops the only true 16 on the swagger-heavy, and epically sombre “Amazing”), there are certain moments which stand-out in a negative light. The up-tempo groove of the almost dance-pop “Paranoid” is a stark contrast to the overall tone of the album, and is hampered by a show-tune-like hook. On the lyrical side, Kanye’s not-so-subtle descriptions of his ex-girl, as an overbearing “Robocop,” and a “spoiled little L.A. girl,” among others, makes the dedication of almost an entire album to her somewhat peculiar. Worse, the endless tales of heartbreak rob Kanye of his natural ability to cover vast thematic ground, best evident from his first two LP’s.
In the end, 808s & Heartbreak serves as another example of Kanye playing to his strengths. The precise, sweeping production serves as the highlight, with the individual songs working off anthem-worthy hooks and generally straight-forward lyricism. However, whereas ‘Ye armed his earlier albums with guest features to hide what some felt were mediocre rap skills, he overcomes his lack of singing talent by his own merits as a superior artist. He may never become the best rapper or the best singer, but there aren’t many of his peers matching his ability to consistently put out great music.

35-year-old Hosea Thomas is accused of killing Philant Johnson in May of 2006.The incident apparently started with a fight at a Roselawn club where T.I., whose real name is Clifford Harris, performed. The fight spilled onto I-75.
Prosecutors say Thomas and his brother, Padron Thomas, started shooting at the van in which T.I. and his entourage were riding. When the gun battle ended at the Seymour Avenue exit, Johnson was dead and four others in the vehicle were hurt. T.I. was not hit.

A representative for KANYE WEST has blasted DAMON DASH's allegations the STRONGER rapper sparked a feud with JAY-Z after the BIG PIMPIN' hitmaker refused to lend him a diamond chain.Dash maintains the hip-hop stars' alleged rivalry began at a 2003 concert in Chicago, Illinois, where the then-up-and-coming West - who had been signed to Dash and Jay-Z's label Roc-A-Fella Records - reportedly demanded the rap icon "knight" him with a chain.But according to Dash, Jay-Z's former business partner, the star refused to lend him the jewellery - and West has "hated" his boss and labelmate ever since.Dash tells the December (08) issue of U.S. magazine Complex, "This n**ger (West) was like, 'Wow, (Jay-Z) ain't going to give me this chain. I had to take off my chain and give it to him, and I was heated. I had the real canary diamonds. That s**t cost $40,000. I told Kanye, 'Yo, you got to give that back when we get off this stage!'"However, a spokesperson for West, who continues to work closely with Jay-Z, has dismissed Dash's claims, telling the New York Daily News the report is "ridiculous and totally false".Dash and Jay-Z, real name Shawn Carter, founded Roc-A-Fella Records with pal Kareem 'Biggs' Burke in 1996, but the trio parted ways in late 2004, with Jay-Z retaining the label name under his deal with Def Jam Records.

BROKE DAME DASH IS THROWING SHOTS @ BILLIONAIRE HOV

Damon Dash is telling more tales about his estranged business partner, Jay-Z. His latest: that Jigga set off a feud with Kanye West by refusing to bestow his bling on Kanye.
Dash claims the simmering beef dates back to a 2003 Chicago concert, where the then-up-and-coming Kanye expected ruling Roc-A-Fella artist Jay to "knight" him by presenting him with a gleaming chain.
But, according to Dash, Jay didn't want to fork over the chain.
"This n- [Kanye ] was like, 'Wow. [Jay-Z] ain't going to give me the chain,'" Dash alleges in December's Complex magazine. "I had to take off my chain and give it to him, and I was heated. I had the real canary diamonds. That s- cost $40,000! I told Kanye, 'Yo, you got to give that back when we get off this stage!'"
Dash contends that after Jay-Z violated the code of hip-hop chivalry, "Kanye hated Jay-Z."
But a rep for Kanye tells us the story is "ridiculous and totally false."
Others suggested that Dash, whose business relationship with Jay ended badly, has trotted out the story to hype his latest protege, rapper Jim Jones.
"This is sad," says one source. "Damon does this every time he's promoting an artist. He just makes things up."
Despite Dash's feud claim, Kanye and Jay have performed several times together since the supposed bling diss.
"They're both on [Def Jam]," says a source. "They're friends and always have been."
Another hip-hop insider added, "No one has ever said that Kanye hated Jay. [West, Jay-Z and Dash] were all together at one point every single day. To say he hated him back then is silly."
"Damon wants to blow [Jim Jones] up," the source agreed, noting that Dash is producing a documentary about Jones in which Dash introduces the rapper to influential acquaintances, like Vogue editor Anna Wintour. "We'll see how this plays out."
Reps for Jay-Z and Dash didn't return calls. The full interview with Dash and Jones appears tomorrow on Complex.com.
